UAE Golden Visa for Property Owners (2026): Full Guide — Current Rules, Old Rules & What Changed
Rules as of October 2026: if you own UAE property worth AED 2 million or more in your own name, you can get a 10-year UAE Golden Visa. Ready or off-plan, mortgaged or fully paid — it no longer matters how much you have paid, how far construction has progressed or whether you have a bank NOC. You need only three documents: the title deed (or Oqood for off-plan), a passport copy and a photo. Government fees are AED 9,421, and the visa usually takes 7 to 14 working days.
The rules have changed many times since the property route began, and much of what you find online — and what some AI answers repeat — describes older rules. This guide starts with what applies today, then explains every earlier rule and when it changed, so you can tell current information from outdated information.

✅ The property Golden Visa rules today (October 2026)
- Property value: AED 2 million or more — one property, or several properties in your own name combined.
- Visa length: 10 years, renewable while you keep the property.
- Off-plan: accepted with an Oqood certificate; the project's construction status is not checked.
- Payment status: not considered — what counts is the property's value, not how much you have paid.
- Mortgaged: accepted; a bank NOC is no longer required.
- Ownership: each owner is assessed individually; a husband and wife can no longer combine their ownership.
- Documents: title deed (ready property) or Oqood (off-plan), passport copy and a personal photo — nothing else.
- Not accepted: a sale and purchase agreement (SPA) on its own.
🕰️ How the property Golden Visa rules evolved

The property route has been relaxed step by step. In order:
- The start (2020): 5-year visa. Owners of property worth AED 2 million or more received a 5-year Golden Visa. The property had to be fully paid, off-plan property was not accepted, mortgaged property was not accepted, and the list of documents was long.
- The switch to 10 years. Under the residency rules that took effect on 3 October 2022, owners of property worth AED 2 million or more became eligible for the 10-year Golden Visa.
- Off-plan accepted — with conditions. Off-plan property became eligible, but the project had to be at least 50% complete; this was later reduced to 20%. The developer's NOC and a statement of account from the developer were also required.
- Mortgages accepted — with a bank NOC. Mortgaged property became eligible with a no-objection certificate from the bank.
- The 50% payment rule. For off-plan and mortgaged property, what counted was how much had been paid: at least 50% of AED 2 million, i.e. AED 1 million, had to be paid to the developer or bank.
- Husband and wife could combine. A couple could combine their jointly owned property to reach AED 2 million.
- Early 2026: value only. The minimum-payment rule was removed: the property's value is what counts, not the amount paid.
- Today (October 2026). The construction status of off-plan projects is no longer checked, the bank NOC is no longer required, developer documents are no longer needed, a husband and wife can no longer combine their ownership, and the documents are down to three.
⚖️ Old rules vs current rules
| Topic | Earlier rule | Rule now (October 2026) |
|---|---|---|
| Visa length | 5 years when the route started | 10 years |
| What counts | How much you had paid (50% of AED 2 million, i.e. AED 1 million) | The property value only — AED 2 million or more |
| Off-plan property | Not accepted at first | Accepted with an Oqood |
| Off-plan construction status | At least 50% complete, later at least 20% | Not checked |
| Off-plan paperwork | Developer NOC and statement of account | Not required |
| Mortgaged property | Not accepted at first, later accepted with a bank NOC | Accepted, no bank NOC |
| Husband and wife | Could combine jointly owned property | Not combined — each owner assessed individually |
| Documents | A long list | Three: title deed or Oqood, passport copy, photo |
🔍 Why you still see the old rules online
Property agents, developers and news sites published guides each time the rules changed, and many were never updated. Search results and AI tools mix these pages together, so you may read that you need 50% paid, a construction milestone, a bank NOC or a joint-ownership certificate. Always check the date of what you read — and when in doubt, send us your title deed or Oqood and we will confirm under the current rules.

| Mortgaged property worth AED 2M+ | Yes — no bank NOC needed |

📄 Documents required (only three)
- Title deed for a ready property, or Oqood for an off-plan property.
- Passport copy.
- Personal photo.
That's all. A sale and purchase agreement (SPA) is not a valid document for the Golden Visa. Family members need their own documents — see Golden Visa for family dependents.
🗺️ The 12 steps, from documents to Emirates ID
- Documentation — title deed or Oqood, passport copy and photo.
- Property verification — ownership and value are confirmed.
- Application with immigration — GDRFA Dubai for Dubai residents, ICP for the other emirates.
- Pre-approval — for applicants already living in the UAE.
- Cancel the existing visa — for applicants already living in the UAE.
- Medical application — applicants aged 18 and over only.
- Medical screening — in person.
- Fitness report issued.
- Golden Visa issued.
- Emirates ID application.
- Emirates ID biometrics — in person, only if required.
- Emirates ID delivered — your 10-year card.
🚶 Only two in-person visits
- Medical screening at an approved medical centre — one visit, adults 18+ only; children don't need it.
- Emirates ID biometrics — one visit, only for first-time applicants aged 15+; not needed if your biometrics are already on file.
⏱️ How long it takes
Usually 7 to 14 working days on the standard route, or under 3 working days on the express route. Timelines are estimates, not guarantees.
💰 Property owner Golden Visa cost

Property owners pay one line more than the other Golden Visa routes: the AED 5,284 DLD and admin fee. It applies to the main applicant only — never to family members.
For family totals and a comparison with the other routes, see Golden Visa cost 2026.
👨👩👧 Adding your family
Your spouse, children of any age and parents can get the same 10-year residency under you. See Golden Visa for family dependents.
🔒 Selling your property later
While your Golden Visa is linked to a property, the Dubai Land Department locks that property against sale and gifting — you can still rent it out or mortgage it. To sell, you move the link to another property worth AED 2 million or more, or cancel the visa first. Read selling property on a UAE Golden Visa for the full process.
🏘️ Property worth less than AED 2 million?
| Visa | Property | Length |
|---|---|---|
| Property Investor Visa | Under AED 2M | 2 years |
| Retirement Visa | AED 1M+ property · age 55+ | 5 years |
| Golden Visa | AED 2M+ | 10 years |

❓ Frequently asked questions
1. What are the property Golden Visa rules in 2026?
As of October 2026: you need UAE property worth AED 2 million or more in your own name, ready or off-plan, mortgaged or not. The visa is 10 years. Only three documents are needed: the title deed (or Oqood for off-plan), a passport copy and a photo.
2. Is the property Golden Visa 5 years or 10 years?
10 years. When the property route started, owners of AED 2 million property received a 5-year Golden Visa. Owners of property worth AED 2 million or more now receive the 10-year Golden Visa.
3. Do I need to have paid 50% or AED 1 million of my property?
No. That was an earlier rule. Today the authorities look at the property's value, not how much you have paid. A property worth AED 2 million qualifies even if most of it is still on a payment plan or mortgage.
4. Can I get a Golden Visa with an off-plan property?
Yes. Off-plan property registered with an Oqood certificate is accepted, as long as its value is AED 2 million or more. The construction progress of the project is no longer checked.
5. Does the construction status matter for an off-plan Golden Visa?
No, not any more. Earlier, an off-plan project had to be at least 50% complete, and later at least 20% complete. Today construction status is not considered.
6. Can I get a Golden Visa with a mortgaged property?
Yes. Mortgaged property is accepted, and a no-objection certificate (NOC) from the bank is no longer required. Many websites still mention the bank NOC because it was required under the earlier rules.
7. Can a husband and wife combine their properties for one Golden Visa?
No, not any more. Earlier, a couple could combine jointly owned property to reach AED 2 million. Under the current rules each owner is assessed as an individual, so the property in your own name must be worth AED 2 million or more.
8. Can I combine several properties to reach AED 2 million?
Yes. Several properties in your own name can be combined to reach AED 2 million.
9. Which documents do I need for the property Golden Visa?
Only three: the title deed for a ready property or the Oqood for an off-plan property, a passport copy and a personal photo. A sale and purchase agreement (SPA) is not a valid document for the Golden Visa.
10. How much does the property owner Golden Visa cost?
Government fees are AED 9,421 for the main applicant: AED 5,284 DLD and admin fees, AED 2,710 immigration and visa, AED 1,154 for the 10-year Emirates ID and AED 273 for the medical test. Each child under 18 costs AED 3,864.
11. How long does the property owner Golden Visa take?
Usually 7 to 14 working days on the standard route, or under 3 working days on the express route. Timelines are estimates, not guarantees.
12. Do I need to visit any office?
Only twice at most: the medical screening for applicants aged 18 and over, and Emirates ID biometrics for first-time applicants aged 15 and over. Everything else is paperwork.
13. What is DLD Cube?
DLD Cube is the brand name of Al Taresh Government Transactions, one of the earliest service centres to process property visas in Dubai. Today several providers handle property Golden Visas, including FamilyVisa.ae, which works 100% online.
14. Can I sell my property after getting the Golden Visa?
The property is locked against sale while the visa is linked to it. You can move the link to another property worth AED 2 million or more, or cancel the visa, before the sale completes.
