Start early — once the grace period expires, daily overstay fines apply. The good news: the whole journey fits comfortably inside 120 days when each phase is handled in order.

Birth Certificate

Passport Issuance
Your baby's passport is issued by your home country's embassy or consulate. The exact steps vary by country, but the flow is consistent:

- Submit the application — fees vary by country.
- Receive the passport — anywhere from 2 days to 6 weeks depending on the country.

Visa Issuance
- Emirates ID application — filed first; required before visa stamping.
- Visa stamping application — submitted once the EID file is open.
- Immigration review — the residence visa is approved; you get the digital copy by email/SMS.
- Emirates ID delivery — the physical card is printed and couriered to you.
Good to know: children under 18 are exempt from the medical fitness test and biometric fingerprinting. Only a recent passport-sized photo is needed.

What's the fine if I miss the 120-day deadline?
AED 100 per day until the residence visa is issued, and the baby cannot travel out of the UAE until the visa is stamped and any fines are settled.

Get the baby's passport first, then we apply for an entry permit through GDRFA/ICP so the baby can enter the UAE, and complete the residence visa and Emirates ID after arrival. Start as soon as possible after birth to stay clear of deadlines and fines.
The consulate is slow issuing the passport — will I be fined?
There's no automatic waiver, but immigration can reduce or waive fines on request when you can prove the delay (for example, embassy correspondence). We prepare and submit waiver requests with the right supporting evidence.
Does the baby need health insurance?
Yes — a policy compliant with Dubai's Essential Benefits Plan must be in place before the Emirates ID is issued. Many insurers cover newborns under the mother's policy for the first 30 days, but the baby needs their own policy for the visa.
